The Ministry for Reconstruction, Rehabilitation, Reintegration and Humanitarian Services (MRRRHS) has officially validated and launched the Integrated Coordination Standard Operating Procedure (SOP) at a ceremony held at the Golden Alpine Hotel & Resort, Dougirei, Yola.
The event brought together key government ministries, departments, and agencies (MDAs), UN agencies, INGOs, NNGOs, CSOs, donor partners, and community representatives. It marked a historic milestone in establishing a unified, state-owned framework to guide humanitarian, development, and durable solutions interventions in Adamawa State.
In his opening remarks, the Hon. Commissioner of MRRRHS emphasized that the SOP reflects the Government’s unwavering commitment to inclusive, transparent, and accountable coordination. He acknowledged the leadership of His Excellency, the Executive Governor of Adamawa State, whose vision laid the foundation for this achievement.



Special recognition was given to the E2R Consortium of the Norwegian Refugee Council (NRC) and the Nigeria INGO Forum (NIF) for providing technical leadership in developing the SOP, ensuring it is practical, responsive, and aligned with both global best practices and state priorities
During the launch ceremony, stakeholders signed the Commitments Page, symbolizing their pledge to strengthen coordination, reduce duplication, and ensure community voices remain central in decision-making.
Looking ahead, the Ministry announced immediate next steps, including:
• Roll-out of the 3Ws mapping exercise
• Orientation sessions in October
• A technical workshop on 5Ws templates
• A biennial review timeline to measure progress
The official launch marks more than the endorsement of a document — it is the expression of a shared commitment to resilience, dignity, and impact for the people of Adamawa State.
