As part of ongoing efforts to deepen digital transformation and expand access to technology across Adamawa State, the management of Creativo El Matador ICT Services paid a courtesy visit to the Office of the Special Adviser to the Governor on ICTs, E-Governance and Policy, Dr. Hammajam Ahmed Adamu.
The meeting focused on strategic areas of collaboration, including broadband expansion, digital transformation, ICT infrastructure development, and improving internet accessibility for residents of Adamawa State.
Leading the delegation, the Managing Director of Creativo El Matador ICT Services, Mr. Muhammad Rayyan Sali, expressed the company’s commitment to supporting the government’s digital agenda. He revealed the organization’s intention to partner with the Adamawa State Government to ensure that citizens have access to affordable, reliable, and high-quality internet services, which he described as a critical enabler for education, business growth, innovation, and economic development.

Mr. Sali commended the efforts of Governor Ahmadu Umaru Fintiri’s administration in creating a conducive environment for ICT investments and broadband deployment. He noted that policies such as the reduction of barriers to broadband infrastructure deployment have made Adamawa an attractive destination for technology-driven investments.
Responding, the Special Adviser on ICTs, E-Governance and Policy, Dr. Hammajam Ahmed Adamu, welcomed the delegation and highlighted the significant strides made by the Fintiri administration in digital governance and ICT development.
Dr. Hammajam explained that under the leadership of His Excellency, Rt. Hon. Ahmadu Umaru Fintiri, the state government has embarked on an ambitious digital transformation agenda aimed at digitizing government services, improving access to public services, enhancing transparency, and creating opportunities for citizens through technology.
He outlined several ongoing initiatives, including the development of digital platforms for government services, broadband expansion efforts, the Adamawa Digital Academy, digital skills development programmes, and the establishment of frameworks that encourage private-sector participation in ICT development.
According to him, the government’s vision is to ensure that digital services are not only available but also easily accessible to citizens across the state, regardless of their location.
“This collaboration is a welcome development. The government is committed to creating an enabling environment for ICT investments and will provide the necessary support to initiatives that align with our vision of building a digitally inclusive Adamawa State,” Dr. Hammajam stated.
Also present at the meeting were the Chief Operating Officer of Creativo El Matador ICT Services, Mr. Umar Faruk, and the State Coordinator of the Adamawa Digital Academy, Dr Sumayya Babangida Sabo, who participated in discussions on potential areas of collaboration in digital skills development, broadband access, and technology-driven empowerment programmes.
The meeting concluded with both parties expressing optimism about future partnerships that will accelerate broadband penetration, strengthen digital inclusion, and contribute to the growth of Adamawa’s digital economy.
The engagement reflects the Adamawa State Government’s continued commitment to leveraging strategic partnerships with the private sector to drive innovation, expand connectivity, and position the state as a leading hub for digital transformation in Northern Nigeria.
