Adamawa Government Approves Multi-Billion Naira Infrastructure Overhaul, Digital Academy Revival

In a major push to modernize public infrastructure and accelerate digital transformation, the Adamawa State Executive Council has approved a series of strategic contracts totaling several billions of naira for the renovation, construction, and upgrade of key government institutions across the state.

The approvals were announced by the Commissioner for Information and Strategy, Mr. Iliya James, at a press briefing following the 20th Executive Council Meeting of 2025, presided over by Governor Rt. Hon. Dr. Ahmadu Umaru Fintiri at the Government House in Yola.

Among the landmark decisions was the approval of three contract lots for the comprehensive renovation and expansion of the Adamawa State Civil Service Commission headquarters at a total cost of ₦837 million. The project, to be executed within six months by three different contractors, will include:

  • Remodeling and renovation of existing structures
  • Construction of a new administrative block and office complex
  • ICT block, gatehouse, generator house, perimeter fencing, and full external works

This development underscores the state’s commitment to creating a modern, efficient, and technology-enabled civil service.

Additionally, the Council approved the renovation of the Presidential Lodge within the State Government House complex at a cost of ₦279 million, also with a six-month completion timeline.

To strengthen democratic governance, two construction contracts valued at ₦461 million were approved for the Adamawa State Independent Electoral Commission (ADSIEC), covering facility upgrades to support credible and transparent electoral processes. Another ₦905 million was approved for additional construction works at ADSIEC, bringing the total investment in the commission’s infrastructure to over ₦1.3 billion.

The Council also ratified the payment of ₦396 million for 12,000 bags of NPK fertilizer allocated to the state by the Office of the National Security Adviser (ONSA). The fertilizer was procured at a subsidized rate and will be distributed to farmers to boost agricultural productivity and food security.

In a significant move toward building a digitally empowered workforce, the Council approved Phase One of the Adamawa State Digital Academy Project at a cost of ₦926 million, with a four-month completion period.

Dr. Hammajam Ahmed Adamu, Special Adviser to the Governor on ICTs, E-Governance, and Policy, disclosed that the project includes full renovation of the long-idle academy facility along Fufore Road in Yola South Local Government Area, as well as the integration of renewable energy systems and high-speed broadband connectivity.

“The Adamawa Digital Academy, established under Governor Fintiri’s directive in November 2023 in partnership with the Nigerian Communications Commission (NCC), is now set for full activation,” Dr. Hammajam said. “This is not just about buildings—it’s about equipping our youth with 21st-century skills in coding, cybersecurity, AI, and digital entrepreneurship.”

He emphasized that the revived academy will serve as a cornerstone of the state’s digital economy strategy, aligning with ongoing reforms under the SABER program and recent national initiatives like the Executive Order on Critical National Information Infrastructure.

Further demonstrating the administration’s urban renewal vision, the Council approved:

  • Construction of height restriction barriers and signage at four major flyovers—Unity Flyover, Lamido Aliyu Flyover, Mubi Roundabout Flyover, and another key interchange—at a total cost of ₦181 million
  • Development of the Adamawa State Liaison Office in Maitama, Abuja, in two lots at a combined cost of ₦794 million, to enhance the state’s representation and coordination at the federal level
  • Additional works for the completion of the House of Assembly Office Extension Project at a cost exceeding ₦600 million

Alhaji Abdullahi Adamu Pirambe, Commissioner for Housing and Urban Development, affirmed that these projects reflect Governor Fintiri’s determination to bring public infrastructure in line with global standards.

“These facilities are not just physical spaces—they represent efficiency, dignity, and progress,” he said. “We are building an Adamawa where governance is supported by world-class infrastructure.”

With these sweeping approvals, the Fintiri administration reaffirms its multi-sectoral approach to development—balancing physical infrastructure, digital innovation, agriculture, and institutional strengthening to create a resilient and future-ready state.
