Governor Fintiri Signs Law Establishing Official Seal of Adamawa State

Adamawa State Governor, Rt. Hon. Ahmadu Umaru Fintiri, CON, has signed into law a landmark legislation titled A Bill for a Law to Create the Seal of Adamawa and Regulate Its Use, 2025.”

The new law provides for the creation, regulation, and protection of the Seal of Adamawa State, which will henceforth serve as the official emblem of government authority, cultural heritage, and unity.

Speaking at the signing, Governor Fintiri described the Seal as more than just a symbol, noting that it represents the identity, dignity, and responsibility of all who serve under the state’s institutions.

“This law reinforces our commitment to good governance, order, and respect for cultural values. It is not just a Seal, but a statement of our collective identity and aspirations,” the Governor said.

The law restricts the use of the Seal strictly to official government purposes, while limited authorizations may be granted for commemorative, historical, or educational activities. Unauthorized use including for political campaigns, commercial advertisements, or activities that could discredit the government is strictly prohibited.

Penalties for misuse are clearly defined:

  • Individuals face a fine of ₦250,000 or two years imprisonment, or both.
  • Corporate bodies risk fines of ₦1,000,000, alongside possible further legal action.

Applications for approved use must be submitted through the designated authority, with permissions granted on a time bound and specific basis.

The Seal carries deep symbolic meaning, capturing Adamawa’s heritage and aspirations through carefully selected emblems:

  • Kakaki (trumpet): Power, authority, and royalty
  • Spear: Warrior heritage and past victories
  • Horse: Courage, tradition, and strength
  • 21 Stars: Representation of all 21 LGAs
  • Lion: Strength, leadership, and chiefdoms
  • Book & Academic Hat: Intellectual capacity and education
  • Cattle & Crops: Agricultural wealth and food security
  • Fisherman: Contribution of riverine communities

The law further empowers the Approving Authority under the oversight of the State House of Assembly to issue regulations against abuse, imitation, or misleading use of the Seal or the State’s name in commercial or promotional activities.

Governor Fintiri stressed that the Seal is a symbol of unity and pride for every Adamawa citizen.

“This Seal tells our story our courage, intellect, resources, and unity. It belongs to every citizen of Adamawa, and must be treated with the reverence it deserves,”.
