Adamawa Deepens Digital Land Reforms as Stakeholders Receive Hands-On Training on New Administration System

In furtherance of Governor Ahmadu Umaru Fintiri’s digital transformation agenda, the Special Adviser on ICTs, E-Governance and Policy, Dr. Hammajam Ahmed Adamu, today led a detailed technical training session on the Adamawa State Land Administration and Allocation System for key stakeholders in the land sector.

The session brought together senior officials from the Ministry of Lands and the Office of the Surveyor General, including the Commissioner for Lands, the Surveyor General of the State, the Permanent Secretary of the Ministry, and Heads of Departments across land administration units. The training forms part of ongoing efforts to transition the ministry to a fully digitized, transparent, and efficient system in line with global best practices.

During the session, Dr. Hammajam provided a comprehensive walkthrough of the platform, explaining how each module is designed to simplify processes, reduce manual bottlenecks, and improve turnaround time for land-related services. He demonstrated the end-to-end workflow and how officers can efficiently process and track applications digitally.

The system modules presented include:

  • New Land Applications: Digital submission and processing of fresh land requests
  • Registration & Verification: Secure validation of applicant information and land records
  • Certificate of Occupancy (C of O) Applications: Streamlined processing and approval workflow
  • Conditional Surrender: Digital handling of land relinquishment requests
  • Ground Rent Management: Automated tracking and payment of land charges
  • Search Reports: Quick and reliable access to land records and documentation

Dr. Hammajam emphasized that the platform will significantly enhance ease of doing business, eliminate delays associated with manual processing, and improve accountability within the system. He noted that citizens will benefit from faster service delivery, transparency, and reduced physical interaction, while staff will enjoy a more efficient and structured work environment.

“This is a major step toward transforming land administration in Adamawa State. His Excellency’s vision is to ensure that services are delivered faster, more transparently, and in a way that builds public trust,” he stated.

In their remarks, the Commissioner for Lands, Hon. Joan Sahma commended the initiative, describing it as a strategic reform that will modernize operations within the ministry and improve service delivery to the public.

The Surveyor General, Surv. Simon A. Pwavidon highlighted the importance of integrating geospatial data into the system to further strengthen accuracy and planning, while the Permanent Secretary TPL Mohammed Dabo noted that the digital system will enhance coordination across departments and reduce duplication of efforts.

Participants actively engaged during the session, asking questions, testing modules, and offering recommendations to improve usability and overall performance of the system.

The training marks a critical step toward the full deployment of the digital land administration system, reinforcing Adamawa State’s commitment to innovation, efficiency, and citizen-centred governance.
