Adamawa State has recorded its highest-ever ranking in the 2025 Phillips Consulting State Performance Index (pSPI), moving from 26th position in 2024 to 4th overall — a jump of 22 places, one of the steepest in the Index’s history.
The pSPI, which combines 70% objective indicators such as fiscal strength, service delivery, infrastructure, and social wellbeing with 30% citizen perception scores, captured Adamawa’s transformation under Governor Ahmadu Umaru Fintiri.

Key drivers of the leap include stronger fiscal discipline, visible improvements in education, health and rural infrastructure, and targeted support for displaced persons. Citizen trust also improved through town hall engagements and participatory budgeting.
The only weak spot remains digital governance, where Adamawa still ranks low in e-service delivery and ICT capacity.
Compared with its North East peers, Adamawa’s rise was unmatched — climbing from 26th to 4th, while Gombe moved from 12th to 7th.
The result positions Adamawa as a new model for governance reform in Nigeria.
