Adamawa State Participates in National Summit on Critical Information Infrastructure

Adamawa State is actively participating in the ATCON Strategic Stakeholders’ Meeting on the Executive Order for Critical National Information Infrastructure, officially opened today, October 8, 2025, in Abuja.

The two-day summit, themed “Rallying Critical Stakeholders to Drive the Successful Execution of the Executive Order on Critical National Information Infrastructure”, has brought together ICT Commissioners, Permanent Secretaries, and heads of digital economy agencies from all 36 states, including the Federal Capital Territory (FCT).

Adamawa State is represented by a high-level delegation demonstrating the government’s strong commitment to digital transformation and infrastructure protection. The team includes:

  • Dr. Hammajam Ahmed Adamu, Special Adviser to the Executive Governor on ICTs, E-Governance, and Policy – Leading the delegation
  • Dr. Bello Abubakar Song, SABER Focal Person, Adamawa State
  • Mr. Halilu Malabu, Director-General, Adamawa State Investment Promotion Agency (ADIPA)
  • Mr. Sam John, Representative, Adamawa State Urban Planning and Development Board (ASUPDB)

Organized by the Association of Telecommunications Companies of Nigeria (ATCON), this landmark meeting follows the historic designation of telecommunications infrastructure as part of Nigeria’s Critical National Information Infrastructure (CNII) under an Executive Order issued by the Office of the National Security Adviser (ONSA).

This classification aims to curb widespread vandalism of telecom facilities, enhance service reliability, create a more favorable investment climate, and accelerate broadband penetration across the country—particularly in underserved regions like Adamawa.

Speaking at the opening session, Dr. Hammajam Ahmed Adamu emphasized that securing digital infrastructure is central to national development.

“The destruction of a single telecom mast disrupts access to e-learning, telehealth, banking, and emergency services for entire communities,” Dr. Hammajam said. “We are here to affirm Adamawa State’s full support for this national agenda and to collaborate on practical steps toward implementation.”

He further noted that the state is already aligning its policies with federal directives, including ongoing efforts to streamline Right-of-Way (RoW) processes and promote public awareness on the value of telecom infrastructure.

The strategic objectives of the summit include:

  • Securing formal commitments from all states to implement the CNII Executive Order.
  • Designing joint programs to expand broadband access and bridge the digital divide.
  • Encouraging telecom operators to invest in emerging markets through improved regulatory clarity and security guarantees.

The inclusion of Mr. Halilu Malabu of ADIPA highlights the state’s focus on positioning Adamawa as an investment-ready destination in the digital economy. Meanwhile, the presence of Mr. Sam John from ASUPDB underscores the critical role urban planning plays in enabling seamless infrastructure rollout.
